Jimmy Fremgen has spent fifteen years inside legislative committees in Sacramento and Washington. As Senior Committee Consultant to the California Assembly Committee on Business and Professions, he directed oversight of the state’s licensed professions and led the Assembly’s cannabis policy buildout after Proposition 64 — drafting and negotiating more than sixty bills, including SB 94 (MAUCRSA) and the extension and sunset of state licensing boards.
In Congress, as Senior Policy Advisor to Representative Elijah Cummings on the House Committee on Oversight and Government Reform, he staffed transportation and infrastructure, firearms policy, technology, and the Iran nuclear agreement, and led an investigation into 111 colleges and universities unlawfully screening federal student aid — driving institution-level changes and coverage in the New York Times, Wall Street Journal, and Washington Post.
Most recently he ran a government affairs operation across more than twenty states as Director of State Policy at Food Solutions Action, launched the California Select Committee on Alternative Protein Innovation, and worked the definitions and compliance timelines in AB 1264 (Gabriel, 2025). He chairs the Board of Directors of Relay Resources, spoke at SXSW 2024, and has written on Congressman Cummings for USA Today.
